The product contains menthol. According to the manufacturer, it should not be applied directly into the eyes. It should only be used near the eye or tear duct, and the wand should not touch the eye. Your packaging photos also indicate that it is best to start with a small amount and increase only if needed. The pack includes menthol refills.
